Tiny Harbor is the comfort food of this list. You start with a single pier and slowly build up a seaside town — fishing huts, markets, ferry routes — balancing where things go so goods and people flow smoothly. There's no timer breathing down your neck and no energy meter forcing breaks.

The sim systems are light but satisfying. Route planning and placement decisions actually matter, so there's a real sense of a town taking shape rather than just plopping buildings down. Watching little boats putter in and out never got old for me.

It can run out of meaningful decisions in the late game, where you're mostly waiting for things to fill up. But for a relaxed half hour before bed, it's exactly right. A warm, well-made little builder.
